Sanction the proposal made in the last paragraph that M. Barff should draw the whole of his salary and his personal allowance while on half-pay leave previous to his retirement fraud.
I have to refer you to Kar. 37 to Lord Kimberley's despatch No. 213 of 30th Sept. 1882, in which it was distinctly laid down that personal allowances of the kind granted to M. Barff should only be drawn to the extent of one half, when an officer is on half-pay leave. It is assumed rightly that the personal allowances, being a paid allowance at half salary, M. Barff should therefore only be paid at the rate of half his personal allowance, which remains half his salary while on leave.
